Department of Internal Affairs issues Notice of Intent for procurement of desktop and application services

The virtual desktop is the latest “as-a-service” offering to be the subject of a potential all-of-government syndicated procurement. At this stage the Department of Internal Affairs has issued only a Notice of Intent (NoI) for procurement of “desktop and application services.”
This requires no communication from potential suppliers and DIA emphasises further progress is contingent on a business case. The purpose of the NoI, it says, is “to enable suppliers to mobilise their resources” ahead of the potential release of a Request for Proposal in February or March.
There is already interest from “a range of New Zealand public-sector agencies” in setting up a Desktop-as-a-Service environment, the NoI document says, and these agencies are working with DIA on the business case.
If this stacks up, DIA expects “a limited number of suppliers” to be appointed to a syndicated supplier panel for DaaS.
The department declines to name the agencies helping to develop the DaaS case and hence having particular interest. This information cannot be released “for commercial reasons”, and will emerge at the time of any RFP, says DIA senior communications advisor Debbie Hannan.
The contemplated procurement complements an RFP by the Ministry of Business, Innovation and Employment for thin-client machines late last year, which signalled the possible DIA DaaS procurement (Computerworld, December 20).
Answering Computerworld queries on the earlier RFP, MBIE disclosed that Inland Revenue already has 7900 thin-client machines, suggesting a requirement there for DaaS.
The emphasis in the present NoI is on “desktop operating systems and applications delivered using virtualisation and shared session technology, desktop operating systems and applications installed on traditional desktop devices [and] application packaging services.”
Delivery of the desktop on portable devices is within the scope for the prospective tender, Hannan says.
This may include delivery on bring-your-own devices “if agencies deem that appropriate.”

Death to the smaller resellers
This is just another kick in the teeth for smaller new zealand owned resellers who do not participate in IaaS as this is another area we will be locked out of. I have not yet seen an Aog IaaS solution deliver any cost savings, more cost increases.
There is obviously only 3 big winners here, the 3 IaaS providers.

The Govt has never purchased from small retailers other than for one off.

IRD
IRD already has a VDI/Virtual desktop solution which from looks of it is a varient of DAAS. This was implemented about 18 months ago so I doubt IRD will use DAAS.

That would be because there are only one or two. That will be the reason they won't comment either.
What would be more interesting is the total spend by DIA on this and other initiatives over the last two years versus what has actually been delivered.
Given DIA has over 230+ internal ICT staff plus all the contractors...

More money for little gain
What is interesting is how much infrastructure is behind ird thin client implementation I betting a significant amount so are we robbing peter to pay paul only time will tell

Theory and practice?
I suggested something similar 5 years ago. One needs to think about implementation, e.g. brute force to drive it through or leadership,with collaboration? The collaboration and leadership at the time was missing. Has anything changed - not sure, and has the rate of progress been fast enough? - definitely not. Little has been achieved and large sums have been wasted. Without sounding negative, I would suggest those in the position of leadership lack an understanding of what leadership really means? I am not a big fan on Machavelli approaches, though sometimes they are needed. In summary, the leaders need to reafirm they understand what leadership is and demonstrate it.

So more work for Datacom then as Rivera don't have the ability and IBM would take 5 years to fit a light bulb, and it would be the wrong one when they did.
